Environmental Regulatory Capacity Building Visit to the Department of Environment, Perak

The Natural Resources and Environment Board (NREB) Sarawak successfully conducted a three-day Environmental Regulatory Capacity Building Visit to the Department of Environment (DOE) Perak from 1 to 3 July 2026. The programme forms part of Sarawak's preparations for the implementation of the Natural Resources and Environment Ordinance, 2024 (NREO 2024) and supports the State Government's efforts to strengthen environmental regulatory functions under the Malaysia Agreement 1963 (MA63).

The delegation was led by YBhg. Datu Jack anak Liam, Controller of Environmental Quality, and accompanied by Tuan John anak Rampai, Director of DOE Sarawak; Madam Penny anak Sumok, Deputy Controller (Operations); and officers from the Natural Resources and Environment Management Division (NREMD) and the Compliance and Enforcement Division (CED).

The visit focused on enhancing technical knowledge and institutional capacity in monitoring and enforcing Environmental Impact Assessment (EIA) approval conditions. It also provided an opportunity to exchange regulatory experiences, review field monitoring practices implemented by DOE Malaysia, strengthen inter-agency collaboration, and identify practical approaches that can be incorporated into NREB Sarawak's standard operating procedures for compliance monitoring and enforcement.

Day 1 – 1 July 2026 (Wednesday)

The programme commenced with a courtesy visit to DOE Perak, followed by technical briefings on the EIA regulatory framework under Section 34A of the Environmental Quality Act 1974 and the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order 2015. DOE officers also presented their compliance monitoring system for EIA Conditions of Approval (COA), providing valuable insights into the implementation and enforcement of regulatory requirements.

The delegation subsequently undertook technical site visits to Jutawan Jewels Sdn. Bhd. Forest Plantation in Sungai Siput and Johwaki Land Sdn. Bhd. Sungai Gerol Estate, where participants observed environmental management practices, compliance measures, and operational challenges associated with plantation development.

Day 2 – 2 July 2026 (Thursday)

On the second day, the delegation visited the Malaysia China Rare Earth Resources Sdn. Bhd. (MCRE) pilot Rare Earth Elements (REE) mining project in Gerik, Perak. The technical briefing covered the hydrometallurgical extraction process, environmental safeguards, waste management systems, pollution control measures, and operational practices adopted to ensure compliance with environmental regulatory requirements throughout the mining operation.

Day 3 – 3 July 2026 (Friday)

The final day featured a technical visit to the Evidence Storage Facility at the DOE Perak Gopeng Branch. The delegation received briefings on the handling, documentation, storage, and security of seized materials and evidential exhibits, as well as the operational challenges involved in managing evidence storage facilities to maintain the integrity of enforcement actions.

The capacity building visits provided valuable technical exposure and practical insights that will support NREB Sarawak in strengthening its regulatory framework, compliance monitoring mechanisms, and enforcement practices in preparation for the implementation of the Natural Resources and Environment Ordinance, 2024 (NREO 2024). The programme also reinforced collaboration between NREB Sarawak and DOE Malaysia, contributing to the continued enhancement of environmental governance and regulatory excellence in Sarawak.
