BINTULU, 22 September 2026: A total of 15 officers from the Natural Resources and Environment Board (NREB), comprising officers from PPD, CED, and the Bintulu and Miri Divisional Offices, participated in a technical visit to the Sarawak Methanol Complex operated by Sarawak Petchem Sdn. Bhd.
The two-day programme was organised to enhance officers’ technical understanding of oil and gas industry processes, plant operations, and greenhouse gas (GHG) emissions monitoring, reporting and verification.
The programme commenced with a welcome and introduction session, followed by a safety briefing, SHE moment and doa recitation by Mr Roslan Abdul Ghani. This was followed by welcoming remarks by Ir. Lucas Takip, Chief Manufacturing Officer, and introductory remarks by Mdm Rahmah Biak, Head of PPD, representing NREB.
The delegation subsequently attended a technical presentation and discussion covering the methanol production process, plant operations, GHG emission boundaries, the 2025 Carbon Emission Report (CER), and process control measures affecting GHG emissions.
The presentation provided an overview of key production stages, including feed preparation, syngas generation, cooling and heat recovery, methanol synthesis, purification, storage and logistics. Officers were also briefed on Scope 1, Scope 2 and Scope 3 emissions, as well as the methodologies and emission sources reported in the 2025 CER.
The programme continued with a plant tour led by the Sarawak Petchem team, including a visit to the Control Room, where officers gained practical insights into plant operations and process control systems.
On 22 September, NREB officers held an internal discussion session to review the findings and observations from the technical visit, clarify technical matters and identify areas for further consideration in GHG reporting and verification.
The programme provided valuable practical exposure and knowledge sharing, contributing to NREB’s continued efforts to strengthen its technical capacity in implementing the Environment (Reduction of Greenhouse Gases Emission) Ordinance, 2023.
