NREB Hosts Industry Consultations on Flaring and Venting Regulatory Frameworks

Kuching, 23 January 2026 — The Natural Resources and Environment Board (NREB) Sarawak hosted industry consultations to strengthen understanding and compliance with the Flaring and Venting Rules 2025, a subsidiary legislation under the Environment (Reduction of Greenhouse Gases Emission) Ordinance 2023.

Controller of Environmental Quality Sarawak and Management of NREB, Datu Jack anak Liam, received courtesy visits from two companies as part of NREB’s ongoing engagement with industry players. The first visit was by a delegation from Sarawak Petchem Sdn Bhd led by its Chief Executive Officer, Dato Mohammad bin Haji Ibrahim. The company sought clarification on regulatory requirements and guidance on compliance with the Ordinance and the Flaring and Venting Rules. During the engagement, Sarawak Petchem presented its operational status and outlined measures to ensure full compliance, including a phased implementation approach from pre-production to stable plant operations. NREB officers provided an overview of the regulatory framework, key obligations and compliance procedures.

In a separate engagement, NREB received a delegation from PTTEP Sarawak Oil Limited led by Mr Mohd Jailanee Othman. The discussion focused on the company’s application for Consent to flare and vent petroleum and greenhouse gases during normal operations, including the presentation of its Oil and Gas Development Plan (OGDP) and Flaring and Venting Management Plan (FVMP). PTTEP also paid the prescribed application fee.  NREB reaffirmed that the Flaring and Venting Rules 2025, effective from 1 November 2025, require prior consent for all flaring and venting activities, with strict compliance to be closely monitored.
