Singapore, 14 March 2025 Friday - A 22-member delegation, comprising 18 representatives from NREB, 1 from MEESTy, and 3 from SAINS conducted a benchmarking visit to the National Environment Agency (NEA) in Singapore on 13-14 March 2025. The visit aimed to enhance Sarawak’s capabilities in GHG emissions monitoring, enforcement strategies, and waste-to-energy (WTE) solutions by gaining insights from Singapore’s advanced environmental management systems.
The objectives of the Visit are to (i) Understand NEA’s Emissions Data Monitoring and Analysis (EDMA) System; (ii) Gain insights into GHG enforcement and compliance mechanisms; (iii) Explore waste-to-energy solutions at TuasOne WTE Plant; and (iv) Foster collaboration between NEA and NREB to strengthen regulatory practices. This visit provided valuable knowledge and experience for NREB. The insights gained play a crucial role in supporting the implementation of the Environment (Reduction of Greenhouse Gases Emission) Ordinance, 2023. aligning with Sarawak’s commitment to achieve net-zero emissions by 2050.
Environmental Compliance Audit (ECA) Training Course - April 2025 until October 2025
Environmental Compliance Audit (ECA) Training Course
The NREB is executing and enforcing the Natural Resources and Environment (Audit) Rules, 2008 through the implementation of the Environmental Compliance Audit (ECA), migrating from the submission of quarterly Environmental Monitoring Report. The migration aims to improve regulatory adherence, mitigate environmental risks and promote self-regulation among project proponents.
Effective from 1st July 2024, it is mandatory for the forestry sector in Sarawak to implement the ECA. Building on this progress, pilot projects on ECA for the agriculture, quarry, and mining sectors will be arranged and commence in July 2025, with full implementation is scheduled to come into force by 1st January 2027. Agriculture, quarry, and mining companies are urged to send their relevant employees to attend ECA training and register as an Environmental Auditor in order to prepare for the pilot project and full ECA implementation.
In order to be qualified as a registered Environmental Auditor, individuals must attend and pass the ECA Training course conducted by the Appointed Training Provider by NREB. The criteria and requirements to be registered as Environmental Auditor is stated in the Guidelines for Natural Resources and Environment (Audit) Rules, 2008 which is available at the NREB’s website (Download Guidelines).
The tentative dates for ECA Training to be conducted by STA Training Sdn. Bhd. (STAT), an Appointed Training Provider for the year 2025, are as follows:
